It&#039;s important to understand that there are two things going on here. There is a 2.6% budget cut and then a separate reallocation of seats. Government has been conflating the two in order to try and mask what&#039;s going on.

So, in addition to the $24 million cut, universities are losing $6 million in new student spaces, which are being reallocated. So the total hit to the universities is $30 million.
